E-invoicing (ZATCA)
A Saudi organisation issues its tax invoices, credit notes and debit notes as ZATCA's e-invoicing (Fatoora) requires. Saudi Arabia is the GCC country with e-invoicing in force; the UAE and Oman are phasing theirs in.
Organisation → E-invoicing.
Invoicing units
Each invoicing unit (an EGS) is onboarded with ZATCA. ZAITRACK makes the unit's signing key (kept sealed), sends ZATCA the certificate request, passes ZATCA's six compliance documents and takes the production certificate.
- Onboard a unit → a unit name, the environment, the seller's legal name, VAT number (15 digits, starting and ending with 3), commercial registration, branch, the National Address (4-digit building number, street, district, city, 5-digit postal code), the industry, the documents it issues, and the OTP from your Fatoora portal → Onboard.
- The unit is active within a few seconds, or failed with the step and ZATCA's reason.
- Invoicing units: each unit, its environment, status and certificate's expiry → Compliance checks: the six documents ZATCA passed (tax invoice, credit note and debit note; standard and simplified).
Issue a document
Issue a document →
- Tax invoice, credit note or debit note.
- Standard (a business buyer: name, VAT number or another ID, address) or simplified (a consumer).
- Up to three lines: description, quantity, unit, price excluding VAT, VAT (15 %, zero-rated export or international transport, exempt).
- Issue: within seconds a standard document is cleared by ZATCA before it goes to the buyer, and a simplified one is reported.
Issuing again for the same source returns the first document. A stamped document cannot be changed.
Tax documents
Tax documents lists every document, filtered by status: cleared, reported, waiting, rejected (with ZATCA's codes).
View a document: its status, its QR code (scan it with ZATCA's VAT app), seller and buyer, the lines with their VAT, the totals, ZATCA's messages, the invoice counter and the previous document's hash → Download the XML: the legal copy. For a standard document it is ZATCA's cleared XML with its stamp.
When ZATCA cannot be reached a document waits and is sent again automatically.
Freight marketplace invoices of a Saudi carrier go through the same unit; see Freight marketplace.
Who
The owner onboards units and issues documents. Fleet managers read them. Dispatchers have no E-invoicing page.
